Members with Nonstandard Riders Encouraged to Request New Annual Report from ComEd

Due to BOMA/Chicago’s arguments for greater transparency and fairness in ComEd’s Rider NS billing, the Illinois Commerce Commission (ICC) now requires ComEd to provide a Rider NS Annual Report by March 1,2026 upon customer request. The report was among several reforms to the Rider NS program that will be implemented as directed by the ICC in its final order for ComEd’s Rate Design case.

The new Rider NS Annual Report will include the following: 

  • The latest engineering review of peak usage and electric power requirements. 
  • An effective Electric Facilities Service Acknowledgement, detailing ComEd infrastructure on customer property and its classification (standard/nonstandard). 
  • Total annual costs charged under Rider NS, including standard service credits.

Although it was initially anticipated that Rider NS changes, including the issuance of Annual Reports, would be implemented in 2025, the ICC subsequently ruled that ComEd has until 2026 to implement. Members are encouraged to contact their ComEd representative to request the Annual Report by March 1, 2026
